To open Crusader Kings 3 in debug mode without Steam: Go to your CK3 installation folder. Create a shortcut to CK3 (right click and select 'create shortcut') Right click the shortcut and click 'Properties'. Type '-debug_mode' at the end of the 'Target' field and press 'Apply'. Open the game using that shortcut to launch in debug mode.
